There is a similar bug called Tussle Bug, with those big dumbbell eyes and "Charlie" look.
Bet it sinks like a stone and gets down to them!
I've used the Panfish Charlie type to catch fish, so I bet this one will work!

No, It's supposed to like the panfish charlie I just used white bucktail instead of fur.
