Powderized cork, or granulated cork powder, coated onto the tail. That tail will float like it has helium in it.

Bill maybe a small drop of Gorilla glue at the tails end it turns to foam so probably need to use very little and it tough enough it won't come off.

You know I have had a couple of ideas like this and was wondering how I could get the tail to float up...like a jig and pig or jig and worm does on a baitcaster.  This would dip and glide on a strip retrieve for sure...like an injured baitfish I was thinking of setting it on the bottom and doing the shakey worm action....but the tail would have to float up while the weight hugged the bottom....I really like the way you think...How long is it?
