It ought to read. "No Fishing From Dock Or Ramp - When Boats Are Launching or Landing."
I don't like draconian restrictions like this. Makes me wanna smack somebody up-side the head. A little common sense here would go a long way

cant say much, happened to me once. I had fished a dock for years. Well they decide to make it a non fishing dock. Did not pay attention to sign. Warden asked what I was doing, explained, he cut me a break, and let me go. I felt real dumb.

Having worked in a parks and rec environment for 21 years I have seen many similar scenes. Some were much, much worse!
I have found that the majority of people will do pretty much what they want to, as long as they think they can get away with it, then say they 'didn't know'.
