It'll be prefect for you, if you can manage to stay still in one spot without getting blown by the wind, or, getting kissed by watercrafts and skiiers. Tubers get soaked to the core by fast moving vehicles, including fisherman boats trying to show off their 300HP engines.
LOL, This is only around the 10 to 15 mph, wind a LIGHT CHOP AT BEST!!!!!! I prefer a chop on the water , and I am calling this a RIPPLE!!!! IDEAL FOR TUBING!!!!!! LEO I love the PREDICTABILITY of YOUR WIND on YOUR LAKE!!! Ah, for northwest, west, or southwest WIND!!!!! This is where I would be stationed, til the BLUEGILL move to shallows!!!!!!!!

LOL. It's fun to float tube at Perris. It's about the timing, and where you should. Stay at the south end, since the wind tend to shift based on the hours of the day. At least, you get blow back to shore, not too far away from the parking lot:
Morning, from 9AM to 11AM, wind blows from north to south, or northwest to southeast, roughly about 5 to 8mph.
Noon, from 11:30AM to 2:30PM, wind shifts from west to east, or northwest to southeast. Wind speed can start out at 10mph to as fast as 25mph.
Late day, from 3:30 to 4PM to late night, better get your butt out of the water. The wind will kick up at minimal of 25mph, and will flip even boats. If you want the recent videos of bass chasers on turbulent water, I have the links on YouTube.

JB, that sounds like Silverwood Lake, Big Bear Lake, and Lake Perris. We have unpredictable wind around here in the valley, and mountain. This is why my phone always connected to the mountain's stations to monitor wind activities up there. When there's wind kicking up in them mountains, surely enough, within 10 minutes, we get nice gale wind effects down below. At least, it gives me enough time and warning to kick hard to get to the areas where I'm safe from the wind for a while, which can last up to a few hours. Once a window opens up to get to shore and hug the weedlines, I blitz. Imagine your conditions that you've experience at Lake Perris. I started at the north ramp, and ended up at the south ramp within two hour, trying to kick with all my might, and a 2.5lbs grappling anchor dragging in the sand below. I ended up walking with all my gears back to the north ramp, which is a nice 3 miles walk near the end of the day, while the wind was constantly howling.
I have - just once - been in water worse than that in my tube. It was at Bethany Reservoir, east of Livermore in the California Delta area. I'd gone out in the morning, crossing the lake at the narrowest point (50 yards) and made my way up the opposite shore to fish a cove. In the afternoon the wind came up and was blowing against my direction of return travel hard enough that the best I could do was hold position. Had to get over near the shoreline and push along the bottom, took me forever. By the time I got to my crossing point opposite the boat ramp, the sun was well in its way down. Glad that I was the only one on the lake, I started across about 100 yards upwind from the ramp. By the time I got across, it was almost completely dark and I was a 100 yards or so downwind of the ramp. Fortunately, the ramp was in the lee of the point it sits on it wasn't too hard to kick the rest of the way to the ramp. Still, it was full dark as I loaded my tube and gear into the minivan for the drive home.
If the wind had been just a bit worse, I would have had to run the best part of a mile downwind to where I could get out of the lake at the bike trail, then carry my tube and gear around the lake on a long, long hike :p
Contingencies like that are why I always where a PFD in my tube no matter how hot it is - even on small, calm lakes (Bethany is only small lol). I have no illusions about my ability to swim to shore fully clothed and wearing waders, boots, and fins, without the aid of a PFD should something bad happen. If I'm tubing in water deeper than I can stand in, I wear a PFD.
