Then this dock area is a riser system to properly let the water drain out of the water body, preventing flooding. That must be a servicing manhole to remove all the debris. Perfect fishing spot.

Concrete, wood, or walking on weed carpet..if it's fish-able, it's all glorious. By the way, is that a manhole? This must be an outlet system.

I would say the water is a bit low for that overflow to work
