Nathan, the material is called stretch magic.  You can find it at most hobby/craft stores around the beads.  In the bluegill fly tying forum you'll find some of my posts on it.  It makes great segmented tapered bodies,

That's an awesome bug! Mind sharing what you used for the body? I want to say larva lace but I'm not sure if that is right.
