"Freshwater" eels don't exist in CA, for all practical purposes. The last recorded occurrence was around SF, but according to the USGS, it that was decades past. Sorry to say, they are off your list of possible catches.
The American, or Atlantic, eel spawns in the Atlantic's Sargasso Sea and lives most of its life in freshwater connected to the sea. Undam'ed rivers and streams are their main habitat. I can harvest them 150 miles up the Edisto River, here in SC - it is the last and longest undam'ed black water system in the country.
They will take a hook baited with worm or liver. It's not unknown for anglers to catch them while after brim or catfish. The traditional way to catch them, though, is with baited traps or burlap sacks. They chew their way into the sacks and so are trapped. You can obtain special permits here in SC to take them.

JB , the Asian eel fishermen  caught 30  at night from shore on worms .They were there the next night and I went and talked with them . Crawlers for bait and 3/4 oz. sinkers to get out away from the shallow shelf.

I love eels, really got into eating them when I lived in Japan. Saw one in a river once, but couldn't get it to bite anything I threw in its direction.

Thanks men . Ken ,you got it. Hit a Pop R around 9am. Better fish, (around  16-17" I guess) than the usual 11-13" .This spot was 50 yards from our campsite and was the site of eel fisherman both nights we camped .
