Is that suppose to be the incomplete bridge structure to no-where?

IT USE TO BE A OLD TRAIN TRACK BRIDGE;; TORN DOWN MANY YEARS AGO LEO.  ITS REAL CLOSE TO THE NEW JOHNSONVILLE STEAM PLANT ;; (( YEP;; I WORKED THERE SO MANY TIMES !!!  )))

Must be a dense area for fish habitat in between those opening, especially near the trees to the right. Anyone metered and capture underwater info for that segment?
