Sleepy, it is ribbon cut in half with the horizontal strands pulled out leaving the vertical strand attached to the edge strip. You can angle cut it to the size you want and wrap it like you would a hackle feather. Save the strands you pull out they look like micro size crystal flash, that you can use on other flies. Most craft stores have it in the fabric section of the store and will be one spools.
Looks so real you almost want to fry it and dip it in chocolate sauce......NOT. Your a great tier and I hope to be that good some day.

Looks like a fish catcher to me I think its very colorful on top of that.
Leo, that's the great thing of tying your own flies is you can fish them like you don't care if you lose them. Which often means getting right in the cover where they're at. Hey, if you lose it, that's just a reason to tie more. Kind of like an alcoholic finding a reason to drink. LOL
Mark, this is a size 8 plain shank eagle claw hook, I use a size 10 sometimes. It has a nice slow fall which makes for a more natural presentation.
Mark, tie in red marabou for tail, next yellow organza, chartreuse micro chenille, wrap chenille up hook shank then palmer organza over chenille. Tie in two orange rubber legs at front of hook shank pointing toward rear of hook. Next trimmed turkey feather tied in on top of everything. Then brown hackle wrapped , build up yellow thread to form head and whip finish. Think you'll like find it works well.
Beautiful hopper, Rex. The red tail really sets it off.
