it was caught in LakeChamplain and the state fish and game dept is stocking them

Alright a landlocked Salmon. Are they stocked by the state or are they breeding there . Was this fish caught in a Vermont lake?I know Maines got them.

landlocked we don't usally catch them from shore or in this part of the lake
