It's a squid tangle, designed so the squid gets ensnared, rather actually hooked

On close examination, they're not hooks.
Theyre more like a grappling gangs without barbs.
The squid supposedly gets entangled in them

It defiantly has squid hooks. Keep it away from me, I get stuck enough with single and treble hooks.
