I was thinking about the 1" fish. It seems like a lot of the time they are nibbling/pecking at something large to eat something off the surface of it. I wonder if there is a bait you can smear. You would spook them away putting it down and then have to lie low and wait. A lot like chumming and hooking a piece of chum. Not sure what bait would work for that. Just a thought...

Here is a picture of a  Micro Fly Fishing Rig . Looks like a blast

Good thought Andy. A significant portion of the forage for bluegill consists of micro invertebrates, both aquatic and hapless terrestrials, and algae.

Stomach content studies show they will eat mostly dinky things that they pick off the surface of underwater wood, plants, rocks, etc. Unless a particular "hatch" is underway, or a glut of some food like grass shrimp or new fry has become seasonal available, they are search-graze-and-pluck feeding.

Your idea is not a bad one. There are techniques now that work along those lines; chumming is a good example. I'm thinking something smearable is already available in the form of catfish punch bait. I'd try the kind with blood and fish based ingredients.

There's a saying here in the South that says, "The best place to catch a fish is under a piece of cornbread"
Ain't no shame is upping your game.
