My friends and I were talking about that on the ice on Friday. My theory is that it is the result of wear and tear from previous spawning seasons in clearing and cleaning beds. While the tail heals, it may never fully grow back. I'll run it by the DEP at some point to get their take. I have seen the same type of thing with Largemouth Bass.
