My guess it is a mutate warmouth. Obviously a genetic defect.
If Joey froze it FWC in Panama City should be able to help. The photo might do.
I have contacted they twice on fish ID and they came through with correct ID. You might give their office a call and talk to the field biologist.
It will be interesting to find out just what this critter is.
