You know what they say: "If it works, it ain't stupid."
Space the holes for the rod butts, in the lower section, at 4"apart.
Then mount the upper section and just cut slits into which you can skip the rod.
Basic, and pool noodles are in sale right now!

Thanks for a great idea on how I can store all the rods I do not have store bought racks for, David. Right now they are in the corner of my fishing shed. The noodle will protect the rods real well. Hey..... It doesn't have to be fancy to work well!
