Yes Ken. In Britain they are known loosely as "roach" and reach some respectable sizes.
They are good sport when a school comes through.
I've caught them big enough to make me think about eating 'em.... But
they are in the same family as carp, minnows and other cyprinids. Edible, but not widely
considered as table fare.
Good cut bait, as their flesh is oily, they also duo well as Allen suggests.
We used to catch bass on them in FL. THEY ARE KIND OF FRAGILE, however
and keeping them alive is the problem, both in a tank or on the hook.

Keep a second rod handy, rigged with a nice circle hook, a couple small split shot, and a balloon.  Once you get the shiner, put it on the circle hook, hooked near the tail, and drop it near a weedline.  A big LMB ought to inhale it shortly.
