I guess they can't but I am hoping not the case and the fish are on a different structure or were roaming or whatever .This is usually a solid bet this time of year .Its a big food fish and that's concerning me still.

... most fishermen can't self-regulate... personal Slot limits is always a good choice for the future of the fishing ... State regulations are always too slow to implement.
