Why floats work. This is close up and dirty. Never again use the term- "they're biting". Notice the multiple attempts to draw the meal in using gills. If your hook creates resistance, neutral gills will give up and back off.

If you haven't read this, I posted 4 feeding videos which show close-up how bluegills feed. Knowing this- you can now have an idea of what is happening below, when you are looking at your float above the water. Also, if you see that the fish need to sip their food in to move your bite indicator- you see the need for a properly balanced float: Read the Feeding Blog
