Yes- looks like reed. It was purchased in an antique set of floats- The line is gut so this little rig was built for catching small silver fish way back before bad bobbers.

This is a photo of a vintage float with a finesse antennae. Both parts are quills connected with wrapping (like on a rod). At the far left, you can see a couple of old rubber bands- these were used to connect the line to the float (beneath the waterline) - a fish-catching machine.
