It has been my experience over 25 years of fishnig Gills that the biggest ones I have caught are on underwater flies. I have been fortunate enough to catch many 8-91/2" gills on poppers but the few over 10"s have come on my own version of an underwater spider (www.unhookum.com order direct button,pictures of the spider) I tie the spider with different amounts of lead wire for deeper beds and windy conditions. Just keep your tackle simple; keep your eyes open after you find likely cover(emergent grass, pads, etc.); and be stealthy(no banging on the deck of the boat or dropping soda cans, etc.. For the really big ones, also use as light a line or tippet you can get away with; try to figure out what they are eating and whether they are hitting on top or deep and use a similar fly or lure; and have patience.
